Frequently when upgrading from version 12.3 or lower to 13.X or 14.X TMS service will not start. Often this is because the Quality Windows Audio Video Experience (QWAVE) is not installed. If you open Services and check under services starting with "Q". If the service is not listed follow these steps to install it:
1. Open a command prompt with administrative privileges
2. Type “start /w ocsetup QWAVE” (without the quotes and making sure QWAVE is all in caps) and hit enter
3. When the install completes reboot the server by typing "shutdown /r /t 0" (without the quotes)
After the server reboots and comes back up, navigate back into the services list, find the Quality Windows Audio Video Experience service. Set the service start type to “Automatic” and start the service (if it is not already started)
Next, check to see if TMS services are now running. If TMS is not running, attempt to start it and note any failures
The more you know:
For version 13 and higher ShoreTel uses the Quality Windows Audio Video Experience service for QOS. If the service is not installed QOS will not start although the install finishes normally. Because this was not required prior to version 13, it is often not installed on the server prior to the upgrade.
